assembled. after its appearance in the bay area it will head to los angeles and its permanent home, the california science center museum. we have team coverage on its bay area appearance, let's start with meteorologist paul deanno with what the weather conditions will be tomorrow. >> a change because they change the time of the flyover, pushing it back one hour which is excellent news for the thousands of us that want to see endeavor, it flew 122 million mi. in its lifetime and as we look at some graphics, the final couple hundred of those miles will be over the bay area. there will be some cloud cover tomorrow morning but the good news is that they have delayed the flyover by one hour, allowing mother nature to burn the clouds off. what to expect? that one hour delay is great news for all this because the low cloud cover will burn off between 8:00 in 10:00 tomorrow morning. before that one hour change there was only 40 percent chance of seeing the fly over and now

we have an 80 percent chance. the weather is looking very good for the fly over tomorrow. >> did your camera ready because one of the prime viewing spots for the endeavor will be nasa ames in mountain view. that is where mark sayers is right now. >> thousands of people expected here on the flight line at nasa ames. these gates will open at 6:00 a.m. at this location, it is going to be the closest u.s. spot that you will have to the shuttle flies over. when the 747 caring the endeavor leaves edwards air force base, it will put on a show that nasa says the bay area will never forget. >> this is a very big deal, theshuttle has ever been to northern california before. >> the ames research center says that we should be able to see the shuttle from almost anywhere in the bay area. >> it should be a great you know matter where you are. >> it will head north from edwards and passover sacramento and from there it flies force

oakland, and the lawrence hall of silence before heading to the golden gate bridge for several passes. and then south where some of the best up close viewing will take place at an altitude of just 1,500 ft.. >> it is very close, it might even fly lower than that. i'm not at liberty to talk about how low but if you're standing here in the flight line you will get a great shot. >> with a fly over visible in the bay area, the chp will be on the alert for those trying to see the fly over from behind the wheel. >> it is a once-in-a-lifetime event. everyone gets to see it and we just want the public to do it from a safe location, do not stop on the freeway. >> jose perez has seen plenty of shuttles and says that the flyby is something not to be missed. >> bid is a spectacular view, seeing the 747, is it once in a

lifetime deal. >> we'll all of the 2500 parking passes here have been given out, this event is still very much open to the public, if you can get here by public transit, or have someone drop you off, there is plenty of space, nasa says they can accommodate thousands of people on the flight line and the public is very much welcome. everything was delayed by about one hour, expecting in sacramento around 930 am and around 10:00 in oakland and around 10:30 a.m. at the golden gate bridge. it is all very flexible that is the best information we have. >> and of course, we have more details of viewing locations and times on cbs sf .com. click on the shovel wink. >> an 11 year-old boy expected to recover after being shot while he slept in his home in oakland. just before 1:00 a.m. more than a dozen shots were fired at the home. cate caugurian shows us that

those bullets did not stopped at the exterior wall. >> my mom lost her brother, i did not want to lose my brother. >> the good news, his 11 year- old brother is expected to be ok. the bad news is that his family says they don't feel safe in their neighborhood. >> my mom says that she wants to not live in this house or on the street. she wants to live somewhere better. >> oakland police say that before 1:00 a.m. at the family home, it was riddled with bullets as an entire family was fast asleep. take a look for yourself, rounds went through this bedroom wall and travel through the bedroom and through the door and ultimately led to where the boy was sleeping. he was lying right next to his brother when he was head and said that luis antonio was frantic with blood streaming down his chest.

>> i told him " it is going to be okay, stay strong, i know that it hurts, stay strong, the ambulances coming ". my teacher had blood on it. >> it took four surgeries and hours of the anxiety before the family got the news that their little brother was in stable condition. there are still several unanswered questions. >> is this retaliation? is this gang-related? is this something that the residents in the home will be able to provide information on? or maybe a witness can provide information? >> one thing that is clear to investigators at this point is that this home was targeted. >> it appears that this home was specifically intended based on the amount of rounds that were fired into the home. the question is, what is behind that? >> joe vasquez is at police headquarters in oakland tonight, another round of violence for a city admits that there is no general plan for reducing crime?

>> all within the last 24 hours we had an 11 year-old boy shot and two teenaged girls shot at by mills college. the violence here is real which makes this all the more striking, let's shoot this to you again, this is from the police chief to the city council " oakland does not have a citywide crime reduction plan ". what does that mean? and why not? i spent the day trying to get clarity just like i tried yesterday at a police news conference. >> what are your thoughts as the mayor that we don't have a citywide crime fighting strategy? it said very clearly in the report that there's no city wide strategy. >> different parts of town are very different, you should ask him specifically. >> could it be viewed as comical? but it is not, all for the officers that are struggling. >> i asked the president of the police union to take a look at our effort to get answers from city leaders.

>> is that not a priority having a citywide crime reduction plan? >> in fact it is a priority, and it is something that is not going to be completed within four to six weeks, we would need to lay out a work plan. >> what words would use to describe? >> most of the time i'm speechless, there's not a crime reduction plan in this town because of the city leaders do not take dealing with crime and protecting the citizens, seriously. >> when i read the sentence that said the city does not have a plan, the top of my head nearly blew off. >> the chair of the public safety committee said that she has found out that it was all just what she called an internal miscommunication. >> the counsel was asking for a plan that covered all of the geography of the city, hills and flat lands and everywhere. and i think that the administration interpreted it as meaning we were asking, what were the all of the citywide departments would contribute? public works and libraries and all that. but that was not what we were asking. >> a few minutes ago the police

department emailed me a supplemental to that report that echoes the same language that you just heard from that city council member. saying that the word citywide refers to the city organization and how the respective departments to help the police department fight crime. all of that said, what about the original question posed by the city council, does the police department have a citywide plan to fight crime? and a police department insists that it does an like i said yesterday, they laid out a nine. strategy but i've spoken to a highly placed source at the police in burma that says, yes they have different programs, foot patrol on one side and operation cease-fire, all of these different organizations and plants and operations but he calls it a hodgepodge, and hardly a citywide cohesive plan to fight crime. >> not proactive at any rate, it sounds like it is more reactive? >> the source told me that they're like the fire department, driving around putting out fires.

>> copper checking bay area headlines the driver that caused this gas station fire in contra costa county will not be cited or charged. martinez police say that the 32 year-old driver accidentally hit the gas pedal instead of the break yesterday and rammed into the pump at deflects oil gas station. the fire totaled two cars and damaged a third but no one was hurt. >> san jose firefighter out of the hospital weeks after suffering a heart attack while on the job. doctors put him in a medically induced coma after he collapsed at a church fire last month. he woke up on september 4th in a hospital and released yesterday. >> 3 giants fans finished their night at the ballpark with a coast guard rescue early this morning. their 18 ft. boat ran out of gas in san leandro bay as they headed home. all three men were a bit wet but healthy. >> the number of californians living in poverty has grown.

the official poverty line as a family of four earning less than $23,000 per year. according to census data, 6.1 million californians now fall into that category, that is one of six state residents. the median family income in california is $57,000. for a city in the state, the worst is fresno. calls for optimism in the state's employment picture, economist at ucla say they expect solid job growth over the next two years, perhaps enough to lower the unemployment rate by a full two percentage points. they point to a technology boom and the fact that california has been outperforming the nation in job creation since early 2010. >> bay area neighbors looking for quality of life suddenly dealing with rowdy college life. charges that police are giving the troublemakers a pass.

just one month into the school year and some south bay neighbors say that local college students have already worn out their welcome. the cbs 5 reporter len ramirez tells us that wild partying near the santa clara university campus has some people calling for a police crackdown. >> youtube video shows the off- campus parties as they happen around santa clara university. the yards close to campus showed

wants to portray. >> neighbors accuse police of being too soft and police say that they do crackdown. >> there is arrest for drunk in public and citations given for minors possession of alcohol, definitely a mix of enforcement. >> but is that enough? >> would we be treated different if we were nine university students causing the same ruckus in the middle of the street? absolutely. yes, i think we are getting it pampered a little bit, do we deserve it? i don't know. but it sure helps. >> metal seals are putting public safety at risk and costing taxpayers thousands of dollars. now they're stealing fire hydrants. the modesto bee says that thieves are turning off the water, removing the bolts, and hauling away the cast-iron fire hydrants, each with 100 lbs. and can bring 12¢ per pound as scrap. modesto city workers have began replacing those hydrants at a cost of $4,000.

that is if there's no damage to the pipes below ground. >> sandra fell police arrest a wanted fugitive after he fell from a roof. they traced into a hotel on lincoln avenue last night. a police chase ensued and the suspect drove to prospect drive and then got out of his car and ran for backyards. police say that he climbed onto the roof and fell out when he tried to run across it. police say that they found a lot of stolen items in his car including weapons and identification cards. there arrested him after the hospital released him. >> in northern california man busy sprucing up a boat that he bought here in the bay area, is about to set sail for the voyage of a lifetime. and maria medina explains that he does not have a moment to lose. >> for the past couple weeks at the marina on the delta, jeffrey has been hard at work. >> it is a real mess ... >> fixing the sailboat, mapping out his route.

spend four hours around here with beautiful sunshine once again. today is the last chilly day. 5 to 10 degrees below normal. if you're heading out for an evening walk, concord is beautiful, still below average but better, closer to normal. santa rosa 75, san jose down a few degrees in san fransisco 61 degrees. clear and cool at the coast with clouds rolling back in likely before midnight, very pleasant near the bay this evening but still below normal. not as chilly but it will be mainly sunny inland and 70 degrees. low pressure is still the focus of the forecast moving further away from us and that is a good thing if you like warmer weather because as it moves further will be a lesson the onshore flow and less onshore flow means warmer weather. sunshine early tomorrow could for viewing the shuttle and we will also see lots of sunshine throughout the entire day. fighting turning out to be the worst of the week with skies clearing out early tomorrow. if you want warmer weather this weekend i suggest saturday to be

on proposition 30, tonight we ask how much face can you put in the results? it is election season and there is a poll out there for just about everything right now. but have you ever noticed how the results can be very different? even when the topic is the same? political reporter grace lee explains why that is. >> let's first talk about proposition 30, the proposed tax increase for education that the governor wants to pass. as we all know there have been many calls for that, and most of including a field poll today show that it has more than 50 percent approval rate but our survey u.s. today poll showed a much lower number so how could all these polls be showing the same trend if all about the wording? >> depending on how they are reported you can get wildly different results. >> that includes propositioned 30. the governor says a yes vote is critical to fund k through 12 education. it would bring the $6 billion to

the state by raising sales tax and a quarter of a center and boosting the state income-tax rate on those making more than $250,000. it looks like proposition 30 has a lot of support. in a field poll out today shows 51 percent of registered voters would vote " yes " on proposition 30 but in a survey from one week ago, the number of supporters is much lower, just 34 percent. but some polling experts say that even though the numbers look vastly different, they are actually delivering the same message. >> they are all in the same ball park, very close in those that are certain on how they will be willing to vote. >> his political professor says that the reason is the question is between the two polls are asked differently. in the field poll, with a much higher percentage of " yes ". they ask " would you vote " yes or no ". while the survey usa today poll with lower numbers overall asks

" are you certain to vote " yes or no ". >> it is all about language. >> one more trend, there was a slight drop in the percentage of yes votes in the field poll compared to the one that they took months ago. prof. cooked says that is normal for this point in the election cycle and he says to look for more changes as the undecided voters are to make up their minds and as they get hit by all those advertisements and arguments. >> you need a ph.d. to keep up with all of that, thank you. >> president obama back in the bay area next month, his campaign confirms that he will be fund-raising in san fransisco october 8th. and it will be the president's fourth visit to the bay area since may. today he and his republican rival were in florida working hard for the hispanic vote. in a forum with univision, the president touted his deferred action program for young undocumented immigrants. he blamed republicans for his failure to push through comprehensive immigration reform.

mitt romney dismissed all of that as election-year politics. he trails the president by a wide margin among hispanic voters. the gop hopeful step up his efforts to woo that crowd. today he had his eye on another important voting bloc, promising seniors in sarasota that he would reverse the president's medicare cuts. >> a group of u.s. senators called out a long list of technology companies for shipping profits overseas to avoid paying taxes. and plenty of them are here in the bay area. a senate investigation finds u.s. companies have more than a one trillion dollars stashed in foreign tax shelters. the democratic senator from michigan says that while the tax schemes are legal, they're contributing to america's budget mess. >> the resulting loss of revenue it isn't one significant cause of the budget deficit, and adds to the tax burden that ordinary americans there.

>> the report does have some bipartisan support including the ranking republican on the committee, senator tom coburn of oklahoma. so do you want to know which bay area companies are on that list? check out hewlett-packard which puts at least 90% of its cash overseas to avoid taxes. cisco was not far behind, the bay, oracle, and apple round out the list. >> the bay area has become a hub for electric vehicles but many drivers worried that there is not enough charging stations to keep their cars running. john ramos shows us one company secure for so-called range anxiety. >> the vehicle charging station at christie field is popular with the electric car owners. mark plugs his car in and then spends time convincing others that they should also. >> when you go to a friend's house and plug in, and leave. >> he has to do that because many people have their doubts about buying a car that can

travel less than 100 mi. on a charge, it is called range anxiety. >> a concern that you will run out of use isreal until you have an electric car at which point you realize that 90 percent of the time you plug in when you get home, and plugging it when you leave. >> but buyers need reassurance that charging stations will be available if necessary. forest north is helping fill that niche, his company has developed the mobile application called " plug share " that identifies a public charter sets all over the country, from businesses to private homes. one year ago there was 500 stations and now there are 11,000. >> the part that is missing is that people don't see them. if you drove by it you would not know that you park your car there. >> this garage in san fransisco is one business that allows anyone to park and again. the owner does it to help the environment but she says that there is a sound business reason also .. >> there's a person that needs that charge, and if they are getting their car charged in front of your shop and they're

monday, this person commission me to camp out until friday morning. >> how much is he paying you? >> $1,500. >> that is awesome. really! . the iphone 5 has set records for advance sales topping 2 million pre orders in just 24 hours. that is more than doubled the amount of orders for the iphone for pass. >> some analysts predict that the latest iphone could be their last big seller. really? research from quarry security says that by next year 70%, 70 percent of american users will own smart phones, analysts say that is generally the saturation point for sales of that kind of technology. competition from the cheaper and reply form expected to impact apple sales of iphones made up nearly half of all smart-phone

that is a great idea because low cloud cover will burn off between 8:00 and 10:00. i would say that before the switch we had a 40 percent chance of seeing the shuttle but now i will give it an 80 percent chance, here is why the cloud cover will burn off earlier tomorrow. low pressure system off the oregon coast line moving further away from us, shifting a couple of hundred miles is enough to exert influence on our weather, less onshore flow, the ocean is cool and when we have less of that influence we get more sunshine earlier and will be warmer. that change begins tomorrow and will take hold saturday. saturday by far is the warmer day of the weekend. skies clearing out earlier tomorrow. good for the thousands of us that will watch the endeavor flight. the most mild day tomorrow and this weekend, if you had a choice, and want to be warm, i would you saturday. the warmest averages 73.
